Recent Changes to the New Jersey Drinking Water State Revolving Fund

Over the last two years, the New Jersey Water Bank funded a record number of projects and currently has more project applications in-house in Federal Fiscal Year (FFY) 2018 than in previous years. In March, the New Jersey Department of Environmental Protection (NJDEP) finalized the FFY2018 and FFY2019 Drinking Water State Revolving Fund (DWSRF) Intended Use Plan (IUP) with changes to accommodate the maximum number of these projects.  Many water systems are now questioning the timing for funding decisions and the impact on existing projects that have previously been submitted to the Water Bank and opportunities for funding in the future.  This webinar will provide an opportunity for NJDEP staff to answer some of those questions by outlining the current status of the Drinking Water State Revolving Fund (DWSRF).   Representatives from the Division of Water Supply and Geoscience’s Bureau of Safe Drinking Water and the Division of Water Quality’s Municipal Finance and Construction Element will be summarizing the recent changes to the DWSRF program and responding to questions submitted through the webinar’s interactive chat feature.  Among the topics covered will be the modified loan rates, funding priorities, lead service line replacement program and certain project set-asides.  The Department will outline the schedule for certifying projects listed by priority in the Spring of 2020.  Furthermore, the webinar will provide guidance for water systems and engineers on evaluating project rank or continuing with design documents through other sources and conclude with a general summary of pending legislation, the need survey and other things ahead in 2019 and beyond.

 

Our presenter, Kristin Tedesco has been an Environmental Engineer in the Division of Water Supply and Geoscience at NJDEP for over sixteen years. She has worked throughout the Division in Well Permitting and the Safe Drinking Water programs on various rule implementation issues.  Currently, Kristin is supervising staff in the Capacity Development, Rules & Licensing Unit, which includes oversight of the Drinking Water State Revolving Fund program.  Kristin holds a B.S. and M.S. in Civil Engineering from Lehigh University.  She will be joined at this webinar by additional staff from the Division of Water Supply and Geoscience as well as the Division of Water Quality’s Municipal Finance and Construction Element.
